I made a small bracket out of a sheet of aluminum. It is angled at about 45 degres and fits behind my kury laydown plate. It does not stick out like  turd in a punch bowl, but is visible when you stand over the bike, and from the side. I will take a picture today and post.

I had mine on my chrome driveshaft cover.  I say had because it expired in November '08 and have not taken it to go through the inspection process. :pot:  When I do, I am thinking about placing it inside my left cover.

guardrail, I don't believe that is true. the book states a exhaust, doesn't say anything about muffler or baffles.

I put mine behind my tag. I made an aluminum bar to attach my tag to and used only two of the mounting bolts on the 05 1300R bracket so I put the inspection on a piece of plate and used the third bolt. You can barely see the top of the inspection over the tag.
